The main purpose of the EMIS Norms and Standards is to have a set of criteria and measures for advocating best practice and bench marking countries capabilities in being able to produce relevant, accurate, timely and comprehensive education statistics and information in harmony with international and regional systems and practices.
This Norms and Standards Assessment Framework are used for:
• Self-assessment by producers of education statistics (namely the EMIS Unit) bench marking against best practices.
• Results to inform senior decision makers on new priorities and needs.
